Licensed to volunteer?

Does someone have to be a licensed amateur radio operator to volunteer? In other words, do you need non-hams to help with anything?

All non-hams can check out the MCM volunteer link at:  https://xactllc.volunteerlocal.com/volunteer/?id=74121 for jobs that are currently unstaffed (and there are many of them).
